Job Interview Questions: What should I wear to a Job interview?

I am a sixteen yr old girl.
I have an interview at the public library and no idea what to wear?!?
I have the choices of a black pencil skirt and white top or a black dress, which I don't know if I should wear black tights with?
Any suggestions would be appreciated :)
